Installing cpu riser, not being recognized?

Hello HP forum users,

I have a question regarding a Z620 workstation i've purchased, it came with only one cpu installed which is the Intel Xeon E5 2643 v2 and i've purchased a riser, new in the box with the same cpu and installed it in the machine, the fans are spinning however i don't see any additional cpu or cores.

The bios is up to date as well does the bios have the 2013 block date.

Is there anyone who can point me in the right direction to troubleshoot this cpu riser? Do i need to toggle some kind of setting in the bios?

I only have two ram sticks in the machine of 8gb each, of which i put one stick in the first slot of the riser card. It is showing up as a total memory of 16gb.

Also the workstation turns on fine, i'm typing the message on it right now.
