Cannot install Intel MEI (24-b114): Need for shut down, hibernation etc

I recently updated Win 10 but now my computer cannot sleep, hibernate or fully shut down (power light always on).

I searched google and everybody says I need to get MEI v9 or 10.

I attempted to install Intel MEI v9 or 10 or 11 but always got the error messages:

1. This platform is not supported

2. Does not meet minimum requirements

Please help, this is the only way I can fully shut down, sleep or use hibernate. 

I also tried: Resetted OS, updated Intel drivers already in system, updated Win 10, unchecked fast shutdown in power options.
