TPM Upgrade in WinPE

I have 400 HP desktops model 800 G1 to update TPM  to  SLB9656 TPM1.2 ver. 4.34.1011.0   

I am trying to to peform this task in WinPE. 

Is there a chance that HP will suppport  TPM update in WinPE at some point or is there a way around to make it possible?

WinPE created from AIK (windows 7) - will not update TPM as there are no comms to TPM module ( have tried to install dirver  using command: recovery-drivern but this restul in message error)

WinPE created from ADK (windows 10) -  there is commmunictation to TPM module as it can detect what version and how many updates can be performed on TPM module, however when I apply command update or try to update from gui i get error : The owner is not set , preconditions are not met
