Xeon 2960 V1 Not Hyper-Threading all the way

Hello, 

I use Xeon 2690 V1 with Z420 motherboard. 

The CPU I have is clocked at 2.9 and goes up to 3.8 when needed (8 cores)

 

When I was using this CPU with my older motherboard which is from Lenovo ThinkStation it was hyper-threading all the way.

 

I mean all of the cores were going up to 3.8 when needed. 

 

I have been stressing the CPU for past 2-3 hours rendering, playing games, running benchmarks and etc but it doesn't go up to 3.8 anymore.

 

Hyper is enabled in Bios, is there any additional steps for me to take to enable it is full potential or it is just how this motherboard works? 

I'm using Evga 750W PSU and my build do not exceed 400 watts at the moment so lack of power is not an option. 

 

My Cinebench points dropped by 50 compared to old MOBO and cinebench wasn't able to push my CPU to 3.8.

 

So, long story short I'm losing about 10-12% of processing power.
